Definition of Reconstruction
The political, social, economical, and physical rebuilding of the North and South after the Civil War.
Secession was NOT legal
-an illegal act of CITIZENS
-falls under presedential power to pardon
Secession WAS legal
-cause of war was the south
-south was conquered territory
-had forfieted rights
-no legal government
-Congress had power over states and territories
Proclamation of Amnesty and Reconstruction (10% Plan)
-Lincoln in 1862
-Citizens must take a new oath of allegiance to the USA
-when 10% of people who had voted in 1860 took the oath, they could form a new government
-must free slaves, abolish slaver, and provide education for ex-slaves
-excluded some Confederate military and government officals
-Tennessee, Arkansas, and Louisianna comply, but congress rejects new government
Wade Davis Bill
-Congress in 1864
-must take new ironclad oath of allegiance with PAST and FUTURE loyalty
-When number of people who take the oath is majority of voters in 1860, they could form a new government
-must abolish slavery, reject states rights, and cancel Confederate debt
-excluded the same as the 10% Plan
-Pocket Vetoed by Licoln, but states could choose terms from either plan
Freedman's Bureau
-Created to help transition freed slaves to freedom
-helped with jobs, education, protection, legal services, food, clothing, housing, etc
-only to exist for ONE YEAR after the Civil War
-hoped states governments would take over
Andrew Johnson
-Took over office when Lincoln was assassinated
-Southern Democrat from Tennessee, choosen as V.P. to show unity
-Unsubtle, unsensitive, stubborn, detested negros and planters class
-agreed with Congress that "treason must be made infamous"
-Congress adjourned
Proclamation of Amnesty
-Johnson in June 1865
-must take new oath to USA
-Majority of population had to take the oath to create a new government
-Must ratify 13th amendment and cancel confederate debts
-Confederate officers and anyone with $20,000 in property must seek presidental pardon
-Congress returned... Johnson declared reconstruction over... Congress denies
Congressional Response to Proclamation of Amnesty (Johnson)
-REJECTED
-new representitives were ex- confederates
-questions about southern treatment of ex-slaves
-without the 3/5ths Compromise, republicans were afraid of losing control
-Sent committee to investigate conditions in the south
