2. Provide ESL and Bilingual programs as integral parts of regular program

To enable English language learners to become competent in listening, speaking, reading, and writing in English by through the development of literacy and academic skills in the PRIMARY LANGUAGE and ENGLISH

Affective: self confidence and positive cultural identity
Linguistic: proficiency in comprehension, speaking, reading and writing.
Cognitive: content area instruction in both home language and English structured to ensure students master the required essential knowledge and skills.

If the student's OLPT is below the designated level, State assessment in reading is below 40% or the student could not be given pre-approved assessment because their English was too limited to administer the assessment.
