The clergy was the first estate and they had wealth and privilege. They did not have to pay taxes either.

The nobles did not have to pay taxes. They had certain rights under strict control, which included top government jobs, the army, courts and the Church,
What were the rights and freedoms of the Diverse class.
The diverse class were bankers, merchants, doctors, professors, peasants, urban workers. They dealt with crime and were burdened by old taxes. They had to pay taxes.
What is deficit spending?
Deficit spending is when a government spends more money than it makes.
What did the government do when they were in debt?
The government increased taxes and expenses, which caused even more problems.
Were the kings after Louis XVI capable of solving the problems?
No they were not. Louis XV and Louis XVI were both good men but hesitant.
Who was Jacques Necker?
Jacques Necker was chosen as an adviser and he urged the king to decrease lavish court spending and obliterate tariffs. Later on he was dismissed by government.
