1864 the Radical Republicans passed the Wade-Davis Bill


What did it do?

The Wade-Davis bill made congress incharge of reconstruction NOT the President



AND



Made states readmitted to the union ONLY IF a majority (not 10%) of state voters swore allegiance to the Constitution.

The 2nd in command is in charge Not the leader
