Constitutional Convention
|
Founders realized that the Articles left the Federal Government TOO weak.
They held a Convention in Philadelphia from May to September 1787. Originally formed to AMEND the Articles of Confederation. AMENDING the Articles was ineffective and the Founders decided to create a new Constitution. |

Legislature: Bicameral (a Lower House and an Upper House). Citizens elect the Lower House (the number of Representatives was based on state population). Upper House then chosen by the officials from the Lower House. |
