Heterogeneous

Rational Basis Test

Decides equal protection cases by applying standard test. Does the classification in question bear a reasonable relationship to the achievement of some proper governmental purpose? This is the lowest standard; it applies to things like discrimination on the basis of age. The burden of proof is on the person who complains.
Strict Scrutiny Test
a higher standard than the rational basis test and the intermediate scrutiny test which a law must meet in equal protection cases; applies to inherently suspect classes like race; the government must prove that there is a compelling government interest and it cannot be met by a less restrictive means

Intermediate or Medium Scrutiny Test

a higher standard than the rational basis test but lower than the strict scrutiny test a law must meet in equal protection cases; applies to discrimination on the basis of gender
Least restrictive means
In order to discriminate, the government must show that it has a compelling interest in the policy and that it cannot be achieved by any means that would place a lower burden of discrimination
