National Defense Authorization Act of 1996
Requires that all CO`s shall always be personally liable for any wrong payment or over-obligation of government funds from his or her negligent of duties. Internal control practices require that such officers be independent & org. separate from DO`s.

Departmental Accountable Officials
DoD military members & civilian personnel who are designated in writing & who are not otherwise accountable under applicable law, who provide source info, data or service to a certifying or disbursing officer in support of the payment process.
Departmental Accountable Officials
They are held PECUNIARILY liable for erroneous payments resulting from information, data or service they negligently provide to a certifying officer.
Departmental Accountable Officials
Responsible for ensuring that a system of internal procedures & controls for the portion of entitlements and/or payment related process under their cognizance is in place to minimize opportunities for erroneous payment, providing timely and accurate data, info or service to ensure proper payments.

Military Pay
Military Payment Entitlements
Calculation of pay 30 day month, special pay (medical or dental officer) particular duty, or hazardous pay.
30 days of leave a year

Family Friendly Leave Act
Allows employees to use sick leave to provide care for family members, significant others. Up to 104 of sick hrs, even if the employee is not sick.
Leave Sharing Act
Allows the voluntary leave transfer & leave bank programs. Can not donate to your supervisor.
Excused Absence
Leave without loss of pay and with out charge of leave. DoD FMR 8 Chapter 5
Bone Marrow or organ donor leave
Paid leave for 7 days for bone marrow or 30 days for organ donation.

Authorized and unauthorized
Family and Medical Leave Act
Provides up to 12 weeks of job protected unpaid leave during any 12 month period. The birth of a child, adoption, are of a family member with a serious health issue, or medical leave for the employee, Can also use of family member is deploying or is counseling is needed for member or family member.
