Charles tried to illegally arrest John Pym and four other MP's, ysing soldiers. Pym escaped, and Charles panicked and fled to York.

Who is to blame for the Civil War?

It was Charles' fault since he took their money for granted and thought that he could do without them. All of which led to Scots rebelling, Irish rebelling and there being a huge war between Parliamentarians and the Royalists which there was no need for. Even during the war when they both had the same weapons and equipment the Parliament had better tactics and came out on top.
