WHAT IS THE PURPOSE OF BUMEDINST 6220.12B?

To provide policy concerning Navy medical surveillance practices and reporting requirements.

What are the primary objectives of surveillance and reporting are:

1. Timely health response to medical events that reduce to morbidity and mortality.


2. Estimation of trends and risks associated with medical events.


3. Development of policy for prevention and control of communicable diseases.

Navy Medicine Regional Command 

Ensures subordinate MTFs maintain an effective command medical surveillance program

MTF (Medical Treatment Facilities)

1) Implement medical event reporting


2) Ensure accuracy of patient data entered into AHLTA


3.Report medical events to COCs preventive medicine rep.


4. Perform medical event surveillance and response activities.


5. Submit MERs

1. Provide regional technical oversight for ESSENCE monitoring

5. Laison with NMCPHC to provide current disease surveillance information.

NMCPHC's Responsibilities:

1. Monitor ESSENCE daily


2. Monitoring of reportable medical events.


3. Perform Periodic MER analysis.


4.Develop methods to improve medical surveillance.

What does MER stand for?

Reporting Procedures:

1. NDRSi is the PREFERRED METHOD for submitting MERs


2.Naval messages or correspondence (via email, or fax)


3.When timeliness is critical may report by telephone or email


4.If unit must send URGENT MER by message it should be sent UNCLASSIFIED.


5. Urgent- reported within 24 hours to NEPMU

The following are required to be reported within 24 hours:

Anthrax.  Botulism.  Cholera.  Dengue Fever.  Malaria.  Measles.  Meningococcal disease.  Smallpox.  Pertussis.  Plague.  Rabies.  Thyphoid fever.  Yellow fever.
