Ground (Reference)

That conducted body, usually Earth, to which an electric potential is referenced.

Shall

When the word "shall" appears in the wording of a rule, the rule is to be obeyed as written.

Should

When the word "should" appears in the wording of a rule, the rule is recommended but is not compulsory.

Disconnected

Isolated from any source of supply.

Personal Protective Equipment

(PPE) Equipment worn for personal protection when used properly would eliminate or reduce the severity of injury to the employee.

D-Energized

Disconnected from any electrical source, but not grounded.

Live

(alive or live): Electrically connected to a source of potential difference, or electrically charged so as to have a potential significantly different from that of the Earth in the vicinity. The term "live" is sometimes used in the place of the term "current-carrying," or "pressurized" as gas, steam, air, etc.

Energized

Electrically connected to a source of potential difference, or electrically charged so as to have a potential different from that of the Earth or different from that of adjacent conductors or equipment.

Ground (noun)

A conductive connection by which an electric circuit or equipment is connected to a reference ground.

Minimum Approach Distance

Any falling distance or the farthest any portion of the body or any electrically conductive extension can be extended plus the distances outlined in the safety rule 500,C.

Safety Rule

A positive rule requiring compliance by all company employees. Deviation from safety rules is not permitted and may be subject to disciplinary action.

Secondary Voltage

Any supply voltage at or below 600 volts.

Emergency

A condition which exists when life and/or property is in danger.

Job Briefing

(tailboard, tailgate): A discussion of the work to be accomplished and the safety measures to be incorporated.

Grounded

Intentionally connected to Earth through a ground connection or connections having sufficient current carrying capacity.

Bond

An electrical connection from one conductive element to another (electrical or flammable fluid transfer) for the purpose of minimizing potential differences, or providing suitable conductivity for fault current, or for reducing leakage current and electrolytic action.

Caution Card

A physical (yellow & black) card placed on a device for information, instruction or non-clearance warnings, such as re-closures being placed in one operation, tools, machines, or motor vehicles which have minor defects but are operational. (Refer to hold card, energy-isolating tag, and danger do not operate tag definitions for their appropriate applications).

Hold Card

A physical (red/white) card, which prohibits the operation of a particular switch, device, valve or circuit. Equipment so tagged shall not be activated or used without authority from the person in who's name the card was placed.

Working by Hand

Work done by hand shall be interpreted to mean actual rubber glove contact with conductors or equipment that is energized, or work done with tools other than live line or long-handled tools.

Qualified Employee

An employee whom has received training or instruction and has demonstrated proficiency of construction standards, operations and the hazards associated with the tasks performed within their job responsibilities.

Hold For Person

Person in whose name the clearance is placed.

Danger Do Not Operate Tag

Tag that is used to tag out tools, machine or motor vehicles. Equipment so tagged shall not be operated or used until properly repaired and returned to service.

Dead

(electrical): When the word "dead" is used in connection with wires or equipment that are a part of the electrical system, it shall be taken to mean disconnected from any electrical source of supply and properly grounded.

Primary Voltage

(distribution and transmission operations): Any electrical circuit that normally operates above 600 volts.

B. Current and potential transformers


2 When customer socket type meters are used with current transformers, the secondary of the current transformer shall be shorted at the meter socket, test switch, or current transformer before installing or moving the meter.

If reasonable anticipated movements by the employee or anything conductive in their hand would contact uninsulated energized primary lines or equipment, that employee is considered to be "exposed to contact."
