When can a fielder be in a position that impedes the progress of a runner?
Meaning when he is about catch a ball and he has to be in that place to get it. He's "fielding the ball"
What happens when a batter, batter runner, or runner is called out for interfering the fielders?
All runners return to the last base they legally touched before the interference.
What is a quick return pitch?
A pitch which the intent was to catch the batter off balance. It is illegal.
What happens if a bunt goes foul?
It is a strike.

If the runner advances to home base during a play in which the third out is made

If a fair ball touches an umpire or runner before anyone else touches it, it is a dead ball and in the case of the runner, he is out. If it has already touched other players including the pitcher, everything is ok.
