Once a terrorist group decides to conduct an attack they begin the process of target selection.

Target options

During this phase each of the potential targets will receive some degree of light surveillance to determine its acceptability for further consideration.

Based on the phase 2 surveillance, the terrorist selects a target, or set of targets.

Detailed, And often long term, surveillance is then conducted against the chosen potential targets. Surveillance will reveal routines, procedures, and security measures so that vulnerabilities can be identified and planned against.
