Articles of Confederation

- uni-cameral legislature: one house; each state gets one vote regardless of population

-COULD: wage war, make treaties, send diplomats, borrow money


-COULD NOT: regulate commerce, collect taxes, enforce laws

Accomplishments of AOC Congress

-sold land in old Northwest to raise money to pay off war debt

Northwest Ordinance of 1787

-way to set up states btwn Ohio River and Great Lakes


-if a territory had more than 60,000 ppl then it could be a state


-no new slavery; if the state had already been established then it could continue slavery

Problems Under AOC

-Financial: most war debt went unpaid; Congress could not tax, only request money


-Foreign: no respect from Europe; could not pay debt or have united front


-Domestic: Shay's Rebellion 1786; uprising against high state taxes, imprisonment for debt, and lack of paper money
