Lusitania
a British ocean liner designed by Leonard Peskett[4] and built by John Brown and Company of Clydebank, Scotland. The ship entered passenger service with the Cunard Line on 26 August 1907. The ship was named after the ancient Roman province of Lusitania, which is part of present day Portugal. During the First World War, as Germany waged submarine warfare against Britain, the ship was identified and torpedoed by the German U-boat U-20 on 7 May 1915 and sank in eighteen minutes. The vessel went down eleven miles (18 km) off the Old Head of Kinsale,[5] Ireland, killing 1,198 of the 1,959 people aboard, leaving 761 survivors. The sinking turned public opinion in many countries against Germany, contributed to the American entry into World War I and became an iconic symbol in military recruiting campaigns of why the war was being fought.[6]
Lusitania was constructed as part of the competition between the Cunard Line and other shipping lines, principally from Germany, for the trans-Atlantic passenger trade. Whichever company had the fastest and most luxurious ships had a commercial advantage: Lusitania and her sister Mauretania together provided a regular express service between Britain and the United States until the intervention of the First World War. The two ships both held the Blue Riband speed record for a transatlantic crossing at different times in their careers. Mauretania was generally the slightly faster of the two and continued to hold the record after the war until 1929.
The Cunard board had decided to use Parsons' turbine propulsion, which accounted for their 22-year retention of the speed record with her running mate RMS Mauretania, the turbines produced less onboard noise and vibration and more horsepower compared to expansion engines used in earlier vessels. The ships were the largest ever built at the time they were constructed, and had 50% greater passenger space than their nearest rivals, allowing unprecedented luxury for all three passenger classes.
The Lusitania was designed so that she might readily be converted to an auxiliary cruiser in times of war as part of an agreement with the British government who provided a loan of £2.6 million to finance her and Mauretania's construction. The ships attracted an ongoing operating subsidy and also held a valuable mail contract. In the event, the ships proved to be impractical armed cruisers (the liners all had very high fuel consumption and were found to be too expensive for the Admiralty to operate). Lusitania and other express liners were released from the Royal Navy shortly after the commencement of the war with instructions to resume passenger services, while Mauretania performed service as a troop ship. Cunard expressed a desire to lay up the ship for the duration of the war, but under the terms of the subsidy contract they were required to make all their ships available for government use and to carry government cargoes.
Lusitania had the misfortune to fall victim to torpedo attack relatively early in the First World War, before tactics for evading submarines were properly implemented or understood. The contemporary investigations both in the UK and US into the precise causes of the ship's loss were obstructed by the needs of wartime secrecy and a propaganda campaign to ensure all blame fell upon Germany. Argument over whether the ship was a legitimate military target raged back and forth throughout the war as both sides made misleading claims about the ship. At the time she was sunk she was carrying a large quantity of rifle ammunition and other supplies necessary for a war economy, as well as civilian passengers. Several attempts have been made over the years since the sinking to dive to the wreck seeking information about precisely how the ship sank, and argument continues to the current day.
The taking of the Canal Zone
unorganized U.S. territory located within the Republic of Panama, consisting of the Panama Canal and an area generally extending 5 miles (8.1 km) on each side of the centerline, but excluding Panama City and Colón, which otherwise would have been partly within the limits of the Canal Zone. Its border spanned two of Panama's provinces and was created on November 18, 1903 with the signing of the Hay-Bunau Varilla Treaty. When reservoirs were created to assure a steady supply of water for the locks, those lakes were included within the Zone.
On February 26, 1904, the Isthmian Canal Convention was proclaimed. In this, the Republic of Panama granted to the United States in perpetuity, the use, occupation and control of a zone of land and land under water for the construction, maintenance, operation, sanitation and protection of the canal.
From 1903 to 1979 the territory was controlled by the United States, which had built the canal and financed its construction. From 1979 to 1999 the canal itself was under joint U.S.-Panamanian control. In 1977 the Torrijos-Carter Treaties established the neutrality of the canal.[1]
Except during times of crisis or political tension, Panamanians could freely enter the Zone. In fact, normally anyone could walk across a street in Panama City and enter the jurisdiction. However, the 1903 treaty placed restrictions on the rights of Panamanians to buy at retail stores in the Zone.
During U.S. control of the Canal Zone, the territory, apart from the canal itself, was used mainly for military purposes; however, approximately 3,000 American civilians (called "Zonians") made up the core of permanent residents. U.S. military usage ended when the zone was returned to Panamanian control. It has now been integrated into the economic development of Panama, and is a tourist destination of sorts, especially for visiting cruise ships.
Notable people born in the Panama Canal Zone include Richard Prince, Kenneth Bancroft Clark, Rod Carew, geologist Thomas H. Jordan and John McCain, the Republican 2008 presidential candidate and US Senator from Arizona.
The largest U.S. Army unit based in the Canal Zone was the 193rd Infantry Brigade (Light), a mixed parachute-infantry/air-assault-capable light infantry unit. It was honored in 1994 as the first major unit to deactivate in accordance with the Panama Canal Treaty of 1977 treaty implementation plan, The brigade was reactivated in 2007, tasked with conducting basic combat training for new US Army recruits.
Documentary filmmaker Frederick Wiseman made a film about the Panama Canal Zone, entitled Canal Zone, which was released and shown on PBS in 1977.
Open Door Policy (Notes)
The Open Door Policy is a concept in foreign affairs, which usually refers to the policy in 1899 allowing multiple Imperial powers access to China, with none of them in control of that country. As a theory, the Open Door Policy originates with British commercial practice, as was reflected in treaties concluded with Qing Dynasty China after the First Opium War (1839-1842). Although the Open Door is generally associated with China, it was recognized at the Berlin Conference of 1885, which declared that no power could levy preferential duties in the Congo basin.
As a specific policy with regard to China, it was first advanced by the United States in the Open Door Notes of September-November 1899[1]. In 1898, the United States had become an East Asian power through the acquisition of the Philippine Islands, and when the partition of China by the European powers and Japan seemed imminent, the United States felt its commercial interests in China threatened. U.S. Secretary of State John Hay sent notes to the major powers (France, Germany, the United Kingdom, Italy, Japan, and Russia), asking them to declare formally that they would uphold Chinese territorial and administrative integrity and would not interfere with the free use of the treaty ports within their spheres of influence in China. The open door policy stated that all European nations, and the United States, could trade with China.
In reply, each nation tried to evade Hay's request, taking the position that it could not commit itself until the other nations had complied. However, by July 1900, Hay announced that each of the powers had granted consent in principle. Although treaties made after 1900 refer to the Open Door Policy, competition among the various powers for special concessions within China for railroad rights, mining rights, loans, foreign trade ports, and so forth, continued unabated.
Technically, the term "Open Door Policy" can be only referred to as before the founding of the People's Republic of China in 1949. Regarding China's international trade policy introduced after Deng Xiaoping took office, it is termed as China's policy of opening up to the outside world.
Roosevelt Corollary
an extension of the Monroe Doctrine by United States President Theodore Roosevelt in 1904. Roosevelt's extension of the Monroe Doctrine asserted a right of the United States to intervene to "stabilize" the economic affairs of small states in the Caribbean and Central America if they were unable to pay their international debts. The alternative, according to the U.S. assumptions, was intervention by European powers, especially Great Britain and France, which had lent money to countries that were unable to repay. The catalyst for the new policy was the British and German gunboat diplomacy in the Venezuela Crisis of 1902-1903.[1]
Sussex Pledge
a promise made in 1916 during World War I by Germany to the United States prior to the latter's entry into the war. Early in 1916, Germany had instituted a policy of unrestricted submarine warfare,[1] allowing armed merchant ships – but not passenger ships – to be torpedoed without warning. Despite this avowed restriction, a French cross-channel passenger ferry, the Sussex, was torpedoed without warning on March 24, 1916; the ship was severely damaged and about 50 lives were lost.[2] Although no U.S. citizens were killed in this attack, it prompted President Woodrow Wilson to declare that if Germany were to continue this practice, the United States would break diplomatic relations with Germany. Fearing the entry of the United States into World War I, Germany attempted to appease the United States by issuing, on May 4, 1916, the Sussex pledge, which promised a change in Germany’s naval warfare policy. The primary elements of this undertaking were:
Passenger ships would not be targeted;
Merchant ships would not be sunk until the presence of weapons had been established, if necessary by a search of the ship;
Merchant ships would not be sunk without provision for the safety of passengers and crew.
In 1917 Germany became convinced they could defeat the Allied Forces by instituting unrestricted submarine warfare before the United States could enter the war. The Sussex pledge was therefore rescinded in January 1917, thereby initiating the decisive stage of the so-called First Battle of the Atlantic. The resumption of unrestricted submarine warfare and the Zimmerman Telegram caused the United States to declare war on Germany on April 6, 1917.
“Dollar Diplomacy”
the term used to describe the effort of the United States — particularly under President William Howard Taft — to further its aims in Latin America and East Asia through use of its economic power by guaranteeing loans made to foreign countries.[1] The term was originally coined by President Theodore Roosevelt. It was also used in Liberia, where American loans were given in 1913. It was then known as a dollar diplomacy because of the money that made it possible to pay soldiers without having to fight; most would agree it was a considerably meager wage.
The term is also used historically by Latin Americans to show their disapproval of the role that the U.S. government and U.S. corporations have played in using economic, diplomatic and military power to open up foreign markets.

The outgoing President Theodore Roosevelt laid the foundation for this approach in 1904 with his Roosevelt Corollary to the Monroe Doctrine (under which United States Marines were frequently sent to Central America) maintaining that if any nation in the Western Hemisphere appeared politically and financially so unstable as to be vulnerable to European control, the United States had the right and obligation to intervene. Taft continued and expanded the policy, starting in Central America, where he justified it as a means of protecting the Panama Canal. In 1909, he attempted unsuccessfully to establish control over Honduras by buying up its debt to British bankers.
Dollar Diplomacy was not always peaceful. In Nicaragua, U.S. "intervention involved participating in the overthrow of one government and the military support" of another. When a revolt broke out in Nicaragua in 1912, the Taft administration quickly sided with the insurgents (who had been instigated by U.S. mining interests) and sent U.S. troops into the country to seize the customs houses. As soon as the U.S. consolidated control over the country, Secretary of State Philander C. Knox encouraged U.S. bankers to move into the country and offer substantial loans to the new regime, thus increasing U.S. financial leverage over the country. Within two years, however, the new pro-U.S. regime faced a revolt of its own; and, once again, the administration landed U.S. troops in Nicaragua, this time to protect the tottering, corrupt U.S. regime. U.S. troops remained there for over a decade.
Another dangerous new trouble spot was the revolution-riddled Caribbean—now largely dominated by U.S. interests. Hoping to head off trouble, Washington urged U.S. bankers to pump dollars into the financial vacuum in Honduras and Haiti to keep out foreign funds. The United States would not permit foreign nations to intervene, and consequently felt obligated to prevent economic and political instability. The State Department persuaded four U.S. banks to refinance Haiti's national debt, setting the stage for further intervention in the future. —

From 1909 to 1913, President William Howard Taft and Secretary of State Philander C. Knox followed a foreign policy characterized as "dollar diplomacy." Taft shared the view held by Knox (a corporate lawyer who had founded the giant conglomerate U.S. Steel) that the goal of diplomacy should be to create stability abroad, and through this stability promote American commercial interests. Knox felt that not only was the goal of diplomacy to improve financial opportunities, but also to use private capital to further U.S. interests overseas. "Dollar diplomacy" was evident in extensive U.S. interventions in Cuba and Central America, especially in measures undertaken to safeguard American financial interests and from the United States government in the region. In China, Knox secured the entry of an American banking conglomerate, headed by J.P. Morgan, into a European-financed consortium financing the construction of a railway from Huguang to Canton. In spite of successes, "dollar diplomacy" failed to counteract economic instability and the tide of revolution in places like Mexico, the Dominican Republic, Nicaragua, and China.
Dollar Diplomacy, known as “[a] policy aimed at furthering the interests of the United States abroad by encouraging the investment of U.S. capital in foreign countries,” was initiated by President William Taft. The United States felt obligated, through the Dollar Diplomacy, to uphold economic and political stability. Taft’s Dollar Diplomacy not only allowed the United States to gain financially from countries, but also resisted other foreign countries from reaping any sort of financial gain. Consequently, when the United States benefited from other countries, other world powers could not reap those same benefits.
“Taft maintained an activist approach to foreign policy. On one hand, he was the initiator of what became known as Dollar Diplomacy, in which the United States used its military might to promote American business interests abroad. Taft defended his Dollar Diplomacy as an extension of the Monroe Doctrine. Taft was a major supporter of arbitration as the most viable method of settling international disputes” (MultiEducator, Inc.). Quickly becoming a world power, America sought to further her influence abroad. President Taft realized that by instituting Dollar Diplomacy, it would be pernicious to the financial gain of other countries. Thus the United States would benefit greatly.
League of Nations
an intergovernmental organization founded as a result of the Paris Peace Conference that ended the First World War. It was the first permanent international organization whose principal mission was to maintain world peace. Its primary goals, as stated in its Covenant, included preventing war through collective security and disarmament, and settling international disputes through negotiation and arbitration.[1] Other issues in this and related treaties included labour conditions, just treatment of native inhabitants, human and drug trafficking, arms trade, global health, prisoners of war, and protection of minorities in Europe.[2] At its greatest extent from 28 September 1934 to 23 February 1935, it had 58 members.
The diplomatic philosophy behind the League represented a fundamental shift from the preceding hundred years. The League lacked its own armed force and depended on the Great Powers to enforce its resolutions, keep to its economic sanctions, or provide an army when needed. However, the Great Powers were often reluctant to do so. Sanctions could hurt League members, so they were reluctant to comply with them. When, during the Second Italo-Abyssinian War, the League accused Italian soldiers of targeting Red Cross medical tents, Benito Mussolini responded that "the League is very well when sparrows shout, but no good at all when eagles fall out."[3]
After a number of notable successes and some early failures in the 1920s, the League ultimately proved incapable of preventing aggression by the Axis powers in the 1930s. Germany withdrew from the League, as did Japan, Italy, Spain and others. The onset of the Second World War showed that the League had failed its primary purpose, which was to prevent any future world war. The United Nations (UN) replaced it after the end of the war and inherited a number of agencies and organizations founded by the League.
Pancho Villa
better known by his pseudonym Francisco Villa or its hypocorism Pancho Villa – was one of the most prominent Mexican Revolutionary generals.
As commander of the División del Norte (Division of the North), he was the veritable caudillo of the northern Mexican state of Chihuahua which, given its size, mineral wealth, and proximity to the United States of America, provided him with extensive resources. Villa was also provisional Governor of Chihuahua in 1913 and 1914. Although he was prevented from being accepted into the "panteón" of national heroes until some 20 years after his death, today his memory is honored by Mexicans, US citizens, and many people around the world. In addition, numerous streets and neighborhoods in Mexico are named in his honor.
Villa and his supporters seized hacienda land for distribution to peasants and soldiers. He robbed and commandeered trains, and, like the other revolutionary generals, printed fiat money to pay for his cause. Villa's men and supporters became known as Villistas during the revolution from 1910 to roughly 1920.
Villa's dominance in northern Mexico was broken in 1915 through a series of defeats he suffered at Celaya and Agua Prieta at the hands of Álvaro Obregón and Plutarco Elías Calles. After Villa's famous raid on Columbus in 1916, US Army General John J. Pershing tried unsuccessfully to capture Villa in a nine-month pursuit that ended when Pershing was called back as the United States entry into World War I was assured. Villa retired in 1920 and was given a large estate which he turned into a "military colony" for his former soldiers. In 1923, he decided to re-involve himself in Mexican politics and as a result was assassinated, most likely on the orders of Obregón.
Zimmerman Telegram
a 1917 diplomatic proposal from the German Empire to Mexico to make war against the United States[1]. The proposal was caught by the British before it could get to Mexico. The revelation angered the Americans and led in part to a U.S. declaration of war in April.[2]
The message came as a coded telegram dispatched by the Foreign Secretary of the German Empire, Arthur Zimmermann, on January 16, 1917, to the German ambassador in Washington, D.C., Johann von Bernstorff, at the height of World War I. On January 19, Bernstorff, per Zimmermann's request, forwarded the telegram to the German ambassador in Mexico, Heinrich von Eckardt. Zimmermann sent the telegram in anticipation of the resumption of unrestricted submarine warfare by Germany on February 1, an act which German Chancellor Theobald von Bethmann-Hollweg feared would draw the neutral U.S. into war on the side of the Allies.[3] The telegram instructed Ambassador Eckardt that if the U.S. appeared likely to enter the war, he was to approach the Mexican Government with a proposal for military alliance. He was to offer Mexico material aid in the reclamation of territory lost during the Mexican–American War (the Southeastern section of the area of the Mexican Cession of 1848) and the Gadsden Purchase, specifically the American states of Texas, New Mexico, and Arizona. Eckardt was also instructed to urge Mexico to help broker an alliance between Germany and the Japanese Empire.
The Zimmermann Telegram was intercepted and decoded by the British cryptographers of Room 40.[4] The portayal of its contents in the American press on March 1 caused public outrage that contributed to the U.S.'s declaration of war against Germany and its allies on April 6.
William Jennings Bryan
an American politician in the late-19th and early-20th centuries. He was a dominant force in the liberal wing of the Democratic Party, standing three times as its candidate for President of the United States (1896, 1900 and 1908). He served in the United States Congress briefly as a Representative from Nebraska and was the 41st United States Secretary of State under President Woodrow Wilson, 1913–1916. Bryan was a devout Presbyterian, a supporter of popular democracy, an enemy of gold, banks and railroads, a leader of the silverite movement in the 1890s, a peace advocate, a prohibitionist, and an opponent of Darwinism on religious grounds. With his deep, commanding voice and wide travels, he was one of the best known orators and lecturers of the era. Because of his faith in the goodness and rightness of the common people, he was called "The Great Commoner."
In the intensely fought 1896 and 1900 elections, he was defeated by William McKinley but retained control of the Democratic Party. With over 500 speeches in 1896, Bryan invented the national stumping tour, in an era when other presidential candidates stayed home. In his three presidential bids, he promoted Free Silver in 1896, anti-imperialism in 1900, and trust-busting in 1908, calling on Democrats to fight the trusts (big corporations) and big banks, and embrace anti-elitist ideals of republicanism. President Wilson appointed him Secretary of State in 1913, but Wilson's strong demands on Germany after the Lusitania was torpedoed in 1915 caused Bryan to resign in protest. After 1920 he was a strong supporter of Prohibition and energetically attacked Darwinism and evolution, most famously at the Scopes Trial in 1925. Five days after Bryan had won the case, he died in his sleep.[2]
Hay Herran Convention
a treaty signed on January 22, 1903 between United States Secretary of State John M. Hay of the United States and Dr. Tomás Herrán of Colombia. Had it been ratified, it would have allowed the United States a lease that was to remain in force in perpetuity on a six-mile wide strip across the isthmus of Panama (then part of Colombia) for $10 million and an annual payment of $250,000, both payments being in gold coin.[1][2][3] It was ratified by the United States Senate on March 14, but it was not ratified by the Senate of Colombia, and so did not go into effect.
It has been considered by later observers that this happened mainly because Herran had negotiated the treaty with little government or legislative oversight. It has also been mentioned that many of the politicians and congressmen found the amount offered to fall short, considering that the United States was willing to pay $40 million for the New Panama Canal Company and it's construction equipment and excavations.[4][5] However, the annual payment of $250,000 in gold coin would have eventually exceeded the $40 million.[6]
The United States government was not willing to renegotiate the treaty with Colombia or alter the amounts involved and soon gave its support, both political and military, to a planned uprising in Panama, which led to its independence and to the eventual construction of the Panama Canal.
Bernard Baruch
an American financier, stock-market speculator, statesman, and political consultant. After his success in business, he devoted his time toward advising U.S. Presidents Woodrow Wilson and Franklin D. Roosevelt on economic matters and became a philanthropist.
Herbert Hoover
the 31st President of the United States (1929–1933). Hoover was originally a professional mining engineer and author. As the United States Secretary of Commerce in the 1920s under Presidents Warren Harding and Calvin Coolidge, he promoted partnerships between government and business under the rubric "economic modernization". In the presidential election of 1928, Hoover easily won the Republican nomination, despite having no previous elected office experience. Hoover is the most recent cabinet secretary to be elected President of the United States, as well as one of only two Presidents (along with William Howard Taft) to have been elected without previous electoral experience or high military rank. America was prosperous and optimistic at the time, leading to a landslide victory for Hoover over Democrat Al Smith.
Hoover, a trained engineer, deeply believed in the Efficiency Movement, which held that the government and the economy were riddled with inefficiency and waste, and could be improved by experts who could identify the problems and solve them. When the Wall Street Crash of 1929 struck less than eight months after he took office, Hoover tried to combat the ensuing Great Depression with volunteer efforts, public works projects such as the Hoover Dam, tariffs such as the Smoot-Hawley Tariff, an increase in the top tax bracket from 25% to 63%, and increases in corporate taxes, none of which produced economic recovery during his term. The consensus among historians is that Hoover's defeat in the 1932 election was caused primarily by failure to end the downward economic spiral. As a result of these factors, Hoover is ranked poorly among former US Presidents.Hoover rejected Democratic overtures in 1920. He had been a registered Republican before the war, though in 1912 he had supported Theodore Roosevelt's "Bull Moose" Progressive Party. Now he declared himself a Republican and a candidate for the Presidency.
He placed his name on the ballot in the California state primary, where he came close to beating popular Senator Hiram Johnson. But having lost in his home state, Hoover was not considered a serious contender at the convention. Even when it deadlocked for several ballots between Illinois Governor Frank Lowden and General Leonard Wood, few delegates seriously considered Hoover as a compromise choice. Although he had personal misgivings about the capability of the nominee, Warren G. Harding, Hoover publicly endorsed him and made two speeches for Harding.
After being elected, Harding rewarded Hoover for his support, offering to appoint him either Secretary of the Interior or Secretary of Commerce. Hoover ultimately chose Commerce. Commerce had existed for just eight years, since the division of the earlier Department of Commerce and Labor. Commerce was considered a minor Cabinet post, with limited and somewhat vaguely defined responsibilities.
Hoover aimed to change that, envisioning the Commerce Department as the hub of the nation's growth and stability. He demanded from Harding, and received, authority to help coordinate economic affairs throughout the government. He created many sub-departments and committees, overseeing and regulating everything from manufacturing statistics, the census, and radio to air travel. In some instances, he "seized" control of responsibilities from other Cabinet departments when he deemed that they were not carrying out their responsibilities well. Hoover became one of the most visible men in the country, often overshadowing Presidents Harding and Calvin Coolidge. Washington wags were soon referring to Hoover as "the Secretary of Commerce... and Under-Secretary of Everything Else!"
As secretary and later as President, Hoover revolutionized the relations between business and government. Rejecting the adversarial stance of Roosevelt, Taft, and Wilson, he sought to make the Commerce Department a powerful service organization, empowered to forge cooperative voluntary partnerships between government and business. This philosophy is often called "associationalism".
Many of Hoover's efforts as Commerce Secretary centered on the elimination of waste and the increase of efficiency in business and industry. This included reducing labor losses from trade disputes and seasonal fluctuations, reducing industrial losses from accident and injury, and reducing the amount of crude oil spilled during extraction and shipping. One major achievement was to promote progressive ideals in the areas of the standardization of products and designs. He energetically promoted international trade by opening offices overseas that gave advice and practical help to businessmen. Hoover was especially eager to promote Hollywood films overseas.[15]
His "Own Your Own Home" campaign was a collaboration to promote ownership of single-family dwellings, with groups such as the Better Houses in America movement, the Architects' Small House Service Bureau, and the Home Modernizing Bureau. He worked with bankers and the savings and loan industry to promote the new long-term home mortgage, which dramatically stimulated home construction.[16]

It has been suggested that Herbert Hoover was the best Secretary of Commerce in United States history.[17][18] Hoover was the last President to have held a full cabinet position.
Eugene V Debs
an American union leader, one of the founding members of the International Labor Union and the Industrial Workers of the World (IWW), and several times the candidate of the Socialist Party of America for President of the United States.[1] Through his presidential candidacies, as well as his work with labor movements, Debs eventually became one of the best-known socialists living in the United States.
In the early part of his political career, Debs was a member of the Democratic Party. He was elected as a Democrat to the Indiana General Assembly in 1884. After working with several smaller unions, including the Brotherhood of Locomotive Firemen, Debs was instrumental in the founding of the American Railway Union (ARU), the nation's first industrial union. When the ARU struck the Pullman Palace Car Company over pay cuts, President Grover Cleveland used the United States Army to break the strike. As a leader of the ARU, Debs was later imprisoned for failing to obey an injunction against the strike.
Debs educated himself about socialism in prison and emerged to launch his career as the nation's most prominent socialist in the first decades of the 20th century. He ran as the Socialist Party's candidate for the presidency in 1900, 1904, 1908, 1912, and 1920, the last time from his prison cell.
Noted for his oratory, it was a speech denouncing American participation in World War I that led to his second arrest in 1918. He was convicted under the Espionage Act of 1917 and sentenced to a term of 10 years. President Warren G. Harding commuted his sentence in December 1921. Debs died in 1926 not long after being admitted to a sanatorium.
Hay-Pauncefort Treaty
The United States and the United Kingdom signed the Hay-Pauncefote Treaty on 18 November 1901. The Treaty nullified the Clayton-Bulwer Treaty of 1850 and gave the United States the right to create and control a canal across the Central American isthmus to connect the Pacific Ocean and the Atlantic Ocean. In the Clayton-Bulwer Treaty, both nations had renounced building such a canal under the sole control of one nation.
Bolshevik
a faction of the Marxist Russian Social Democratic Labour Party (RSDLP) which split apart from the Menshevik faction[3] at the Second Party Congress in 1903. [4]
The Bolsheviks were the majority faction in a crucial vote, hence their name. They ultimately became the Communist Party of the Soviet Union.[5] The Bolsheviks came to power in Russia during the October Revolution phase of the Russian Revolution of 1917, and founded the Russian Soviet Federative Socialist Republic which would later in 1922 become the chief constituent of the Soviet Union.
The Bolsheviks, founded by Vladimir Lenin, were by 1905 a mass organization consisting primarily of workers under a democratic internal hierarchy governed by the principle of democratic centralism, who considered themselves the leaders of the revolutionary working class of Russia. Their beliefs and practices were often referred to as Bolshevism. Bolshevik revolutionary leader Leon Trotsky commonly used the terms "Bolshevism" and "Bolshevist" after his exile from the Soviet Union to differentiate between what he saw as true Leninism and the regime within the state and the party which arose under Stalin.
Sedition Act
enacted May 16, 1918) was an Act of the United States Congress that extended the Espionage Act of 1917 to cover a broader range of offenses, notably speech and the expression of opinion that cast the government or the war effort in a negative light or interfered with the sale of government bonds. One historian of American civil liberties has called it "the nation's most extreme antispeech legislation."[1]
It forbade the use of "disloyal, profane, scurrilous, or abusive language" about the United States government, its flag, or its armed forces or that caused others to view the American government or its institutions with contempt. Those convicted under the act generally received sentences of imprisonment for 5 to 20 years.[2] The act also allowed the Postmaster General to refuse to deliver mail that met those same standards for punishable speech or opinion. It applied only to times "when the United States is in war."[3] It was repealed on December 13, 1920.[4]
Though the legislation enacted in 1918 is commonly called the Sedition Act, it was actually a set of amendments to the Espionage Act.[5] Therefore many studies of the Espionage Act and the Sedition Act find it difficult to report about the two "acts" separately. For example, one historian reports that "some fifteen hundred prosecutions were carried out under the Espionage and Sedition Acts, resulting in more than a thousand convictions."[6] Court decisions do not use the shorthand term Sedition Act, but the correct legal term for the law, the Espionage Act, whether as originally enacted or as amended in 1918.
Espionage Act
is United States federal law passed on June 15, 1917, shortly after the U.S. entry into World War I. It has been amended numerous times over the years. It was originally found in Title 50 of the U.S. Code (War) but is now found under Title 18, Crime. Specifically it is 18 U.S.C. §792 et seq.[1]
It originally prohibited any attempt to interfere with military operations, to support U.S. enemies during wartime, to promote insubordination in the military, or to interfere with military recruitment. In 1919, the U.S. Supreme Court unanimously ruled in Schenck v. United States that the act did not violate the freedom of speech of those convicted under its provisions. The constitutionality of the law, its relationship to free speech, and the meaning of the law's language have been contested in court ever since.
14 Points
a speech given by United States President Woodrow Wilson to a joint session of Congress on January 8, 1918. The address was intended to assure the country that the Great War was being fought for a moral cause and for postwar peace in Europe. People in Europe generally welcomed Wilson's intervention, but his Allied colleagues (Georges Clemenceau, David Lloyd George and Vittorio Emanuele Orlando) were skeptical of the applicability of Wilsonian idealism.[1]
The speech was delivered 10 months before the Armistice with Germany and became the basis for the terms of the German surrender, as negotiated at the Paris Peace Conference in 1919. The Treaty of Versailles had little to do with the Fourteen Points and was never ratified by the U.S. Senate.[2]
"Colonel" Edward M. House worked to secure the acceptance of the Fourteen Points by Entente Leaders. Sir William Wiseman was the Chief of British Intelligence in 1915. On October 16, 1918, President Woodrow Wilson and William Wiseman sat down for an interview. This interview was one reason why the German government accepted the Fourteen Points and the stated principles for peace negotiations.
The report made as negotiation points, and later the Fourteen Points was accepted by France and Italy on November 1, 1918. Britain later signed off on all of the points except the freedom of the seas. The United Kingdom also wanted Germany to make reparation payments for the war, and thought that that should be added to the Fourteen Points.
The U.S. joined the Allies in fighting the Central Powers on April 6, 1917. The Fourteen Points in the speech were based on the research of the Inquiry, a team of about 150 advisors led by foreign-policy advisor Edward M. House into the topics likely to arise in the anticipated peace conference. Wilson's speech on January 8, 1918, took many of the principles of progressivism that had produced domestic reform in the U.S. and translated them into foreign policy (free trade, open agreements, democracy and self-determination). The Fourteen Points speech was the only explicit statement of war aims by any of the nations fighting in World War I. Some belligerents gave general indications of their aims, but most kept their post-war goals private.
The speech also responded to Vladimir Lenin's Decree on Peace of October 1917, which proposed an immediate withdrawal of Russia from the war, calling for a just and democratic peace that was not compromised by territorial annexations, and led to the Treaty of Brest-Litovsk on March 3, 1918.Fourteen Points

Open covenants of peace, openly arrived at, after which there shall be no private international understandings of any kind but diplomacy shall proceed always frankly and in the public view.

Belgium, the whole world will agree, must be evacuated and restored, without any attempt to limit the sovereignty which she enjoys in common with all other free nations. No other single act will serve as this will serve to restore confidence among the nations in the laws which they have themselves set and determined for the government of their relations with one another. Without this healing act the whole structure and validity of international law is forever impaired.
All French territory should be freed and the invaded portions restored, and the wrong done to France by Prussia in 1871 in the matter of Alsace-Lorraine, which has unsettled the peace of the world for nearly fifty years, should be righted, in order that peace may once more be made secure in the interest of all.
A readjustment of the frontiers of Italy should be effected along clearly recognizable lines of nationality.
The peoples of Austria-Hungary, whose place among the nations we wish to see safeguarded and assured, should be accorded the freest opportunity to autonomous development.
Romania, Serbia, and Montenegro should be evacuated; occupied territories restored; Serbia accorded free and secure access to the sea; and the relations of the several Balkan states to one another determined by friendly counsel along historically established lines of allegiance and nationality; and international guarantees of the political and economic independence and territorial integrity of the several Balkan states should be entered into.
The Turkish portion of the present Ottoman Empire should be assured a secure sovereignty, but the other nationalities which are now under Turkish rule should be assured an undoubted security of life and an absolutely unmolested opportunity of autonomous development, and the Dardanelles should be permanently opened as a free passage to the ships and commerce of all nations under international guarantees.
An independent Polish state should be erected which should include the territories inhabited by indisputably Polish populations, which should be assured a free and secure access to the sea, and whose political and economic independence and territorial integrity should be guaranteed by international covenant.
A general association of nations must be formed under specific covenants for the purpose of affording mutual guarantees of political independence and territorial integrity to great and small states alike.

[edit]Influence on the Germans to surrender
The speech was widely disseminated as an instrument of propaganda to encourage the Allies to victory. Copies were also dropped behind German lines, to encourage the Central Powers to surrender in the expectation of a just settlement. Indeed, a note sent to Wilson by Prince Maximilian of Baden, the German imperial chancellor, in October 1918 requested an immediate armistice and peace negotiations on the basis of the Fourteen Points.
The speech was made without prior coordination or consultation with Wilson's counterparts in Europe. As the only public statement of war aims, it became the basis for the terms of the German surrender at the end of the First World War.

President Conference, 1919|Paris occupied by the Germans and the pensions of wounded soldiers and widows which was to be paid off by the year 1981. Germany was also denied an air force, and the German army was not to exceed 100,000 men. The difference between President Wilson's rather honorable[opinion] peace offer towards the German Empire (unlike what he had to offer the Austro-Hungarian empire) and the final Treaty of Versailles led to great anger in Germany.[3]
As of the last day of World War I (November 11 at 11:00 am), there had only been a single battle on German soil (maps of 1914), and this was in late August 1914, when two Russian armies had failed to conquer East Prussia. This made the final treaty even more suspect for many Germans.[4]

Wilson was awarded the 1919 Nobel Peace Prize, for his peace-making efforts. He also inspired independence movements around the world including the March 1st Movement in Korea.
Hay-Bunau-Varilla Treaty
a treaty signed on November 18, 1903, by the United States and Panama, that established the Panama Canal Zone and the subsequent construction of the Panama Canal. It was named after its two primary negotiators, Phillipe Bunau-Varilla, the French diplomatic representative of Panama, and United States Secretary of State John Hay.
George Creel
an investigative journalist, a politician, and, most famously, the head of the United States Committee on Public Information, a propaganda organization created by President Woodrow Wilson during World War I. He said of himself that "an open mind is not part of my inheritance. I took in prejudices with mother's milk and was weaned on partisanship."[1]
Creel began his career as a reporter for the Kansas City World in 1894 before starting his own newspaper, the Kansas City Independent, in 1899.
He later took jobs with The Denver Post (1909–1910) and the Rocky Mountain News (1911–1917). In June 1912, Creel was appointed Police Commissioner of Denver by the recently-elected reform mayor, Henry J. Arnold. Creel immediately used the office to launch several ambitious reform campaigns—such as ordering police officers to give up their clubs and nightsticks,[2] as well as a campaign to destroy the red-light district in downtown Denver,[3] while providing a tax-funded "rehabilitation farm" for women leaving prostitution.[4] Mayor Arnold overrode several of Creel's controversial orders,[5] and in February 1913, when Creel accused city policemen[6] and Fire Commissioner Thomas F. McGrew[7] of public drunkenness, Mayor Arnold suspended Creel from office.[8] Creel returned to work for the Rocky Mountain News until 1917, when President Wilson made him head of the United States Committee on Public Information during World War I.
He published his memoirs of the experience, How We Advertised America, in 1920, and would write 14 other books during his lifetime. He described American propaganda by saying "Our effort was educational and informative throughout, for we had such confidence in our case as to feel that no other argument was needed than the simple, straightforward presentation of facts." [9]
Creel was known to have said "expression not repression" about censorship. Creel gathered the nation's artists to create thousands of paintings, posters, cartoons, and sculptures promoting the War. He also gathered support from choirs, social clubs, and religious institutions to join "The Worlds Greatest Adventure In Advertising." He recruited about 75,000 "Four Minute Men," who spoke about the War at social events for an ideal length of four minutes, considering that the average human attention span was judged at the time to be four minutes. They covered the draft, rationing, bond drives, victory gardens and why America was fighting. These men thereby helped to maintain the nation's morale. It was estimated that by the end of the war, they had made more than 7.5 million speeches to 314 million people.
Creel wrote books as well as speeches. How the War Came to America, translated into many languages, sold almost seven million copies and included Wilson's war message. He created pamphlets that were handed out with help from the Boy Scouts of America. Almost 60 million pamphlets, booklets, and leaflets were distributed. Although not all people changed their minds about the War due to his efforts, he succeeded in reaching the people.
He served on the San Francisco Regional Labor Board in 1933 and became chairman of the National Advisory Board of the Works Progress Administration in 1935.
He was an active member of the Democratic Party and ran against the novelist Upton Sinclair for the post of Governor of California.
In his last years Creel was a fervent anti-Communist, working with Senator Joseph McCarthy and Richard Nixon during the Red Scare of the late 1940s.[10]
He was married to Blanche Bates from 1912 until her death in 1941.[11] Afterward, Creel resided at the Bohemian Club in San Francisco.[12]
CPI
The Committee on Public Information, also known as the CPI or the Creel Committee, was an independent agency of the government of the United States created to influence U.S. public opinion regarding American participation in World War I. Over just 28 months, from April 13, 1917, to August 21, 1919, it used every medium available to create enthusiasm for the war effort and enlist public support against foreign attempts to undercut America's war aims.

a United States government agency established on July 28, 1917, during World War I, to coordinate the purchase of war supplies.[1] The organization encouraged companies to use mass-production techniques to increase efficiency and urged them to eliminate waste by standardizing products. The board set production quotas and allocated raw materials. It also conducted psychological testing to help people find the right jobs.
The board was led initially by Frank A. Scott, who had previously been head of the General Munitions Board. He was replaced in November by Baltimore and Ohio Railroad president Daniel Willard. Finally in January 1918, the board was reorganized under the leadership of Bernard M. Baruch.
The WIB dealt with labor-management disputes resulting from increased demand for products during World War I. The government could not negotiate prices and could not handle worker strikes, so the War Industries Board regulated the two to decrease tensions by stopping strikes with wage increases to prevent a shortage of supplies going to the war in Europe.
Under the War Industries Board, industrial production in the U.S. increased 20%. The War Industries Board was decommissioned by an executive order on January 1, 1919.
With the war mobilization conducted under the supervision of the War Industries Board unprecedented fortunes fell upon war producers and certain holders of raw materials and patents. Hearings in 1934 by the Nye Committee led by U.S. Senator Gerald Nye were intended to hold war profiteers to account.
Pacifists
the opposition to war and/or violence. The term "pacifism" was coined by the French peace campaigner Émile Arnaud (1864 - 1921) and adopted by other peace activists at the tenth Universal Peace Congress in Glasgow in 1901.[1]
Taft-Katsura Agreement
a set of notes taken during conversations between United States Secretary of War William Howard Taft and Prime Minister of Japan Katsura Taro on 29 July 1905. The notes were discovered in 1924; there was never a signed agreement or secret treaty, only a memorandum of a conversation regarding Japanese-American relations.
Some Korean historians have assumed that, in the discussions, the United States recognized Japan's sphere of influence in Korea; in exchange, Japan recognized the United States's sphere of influence in the Philippines. However, American historians examining official records report no agreement was ever made—the two men discussed current events but came to no new policy or agreement. They both restated the well-known official policies of their own governments. Indeed, Taft was very careful to indicate these were his private opinions and he was not an official representative of the U.S. government (Taft was Secretary of War, not Secretary of State).[1][2]
Victoriano Huerta
was a Mexican military officer and president of Mexico. Huerta's supporters were known as Huertistas during the Mexican revolution. Huerta is still vilified by modern-day Mexicans, who generally refer to him as El Chacal — "The Jackal".[2]
John J Pershing
a general officer in the United States Army who led the American Expeditionary Forces in World War I. Pershing is the only person to be promoted in his own lifetime to the highest rank ever held in the United States Army—General of the Armies (a retroactive Congressional edict passed in 1976 promoted George Washington to the same rank but with higher seniority[1]). Pershing holds the first United States officer service number (O-1). He was regarded as a mentor by the generation of American generals who led the United States Army in Europe during World War II, including George C. Marshall, Dwight D. Eisenhower, Omar N. Bradley, and George S. Patton.
Franz Ferdinand
an Archduke of Austria-Este, Austro-Hungarian and Royal Prince of Hungary and of Bohemia, and from 1889 until his death, heir presumptive to the Austro-Hungarian throne.[1] His assassination in Sarajevo precipitated Austria-Hungary's declaration of war against Serbia. This caused the Central Powers (including Germany and Austria-Hungary) and the Allies of World War I (countries allied with Serbia) to declare war on each other, starting World War I.[2][3][4]
He was born in Graz, Austria, the eldest son of Archduke Karl Ludwig of Austria (younger brother of Franz Joseph and Maximilian) and of his second wife, Princess Maria Annunciata of Bourbon-Two Sicilies. When he was only twelve years old, his cousin Duke Francis V of Modena died, naming Franz Ferdinand his heir on condition that he add the name Este to his own. Franz Ferdinand thus became one of the wealthiest men in Austria.
American Union Against Militarism
an American pacifist organization active established in response to World War I. The organization attempted to keep the United States out of the European conflict through mass demonstrations, public lectures, and the printed word. Failing in that effort with American entry into the war in April 1917, the Union battled against conscription, action which subjected it to state repression.
Filibuster
a type of parliamentary procedure. Specifically, it is the right of an individual to extend debate, allowing a lone member to delay or entirely prevent a vote on a given proposal. It is commonly referred to as talking out a bill,[1] and characterized as a form of obstruction in a legislature or other decision-making body.
Trench Warfare
a form of occupied fighting lines, consisting largely of trenches, in which troops are largely immune to the enemy's small arms fire and are substantially sheltered from artillery. It has become a byword for attrition warfare, for stalemate in conflict, with a slow wearing down of opposing forces.[1]
Trench warfare occurred when a military revolution in firepower was not matched by similar advances in mobility, resulting in a grueling form of warfare in which the defense held the advantage. In World War I, both sides constructed elaborate trench and dugout systems opposing each other along a front, protected from assault by barbed wire. The area between opposing trench lines (known as "no man's land") was fully exposed to artillery fire from both sides. Attacks, even if successful, often sustained severe casualties as a matter of course.
Liberty Bonds
a war bond that was sold in the United States to support the allied cause in World War I. Subscribing to the bonds became a symbol of patriotic duty in the United States and introduced the idea of financial securities to many citizens for the first time. The Act of Congress which authorized the Liberty Bonds is still used today as the authority under which all U.S. Treasury bonds are issued.
Securities, also known as Liberty Bonds, were issued in the aftermath of the September 11, 2001 terrorist attacks to finance the rebuilding of the areas affected.[1]
Treaty of Versailles
one of the peace treaties at the end of World War I. It ended the state of war between Germany and the Allied Powers. It was signed on June 28, 1919, exactly five years after the assassination of Archduke Franz Ferdinand. The other Central Powers on the German side of World War I were dealt with in separate treaties.[1] Although the armistice signed on November 11, 1918, ended the actual fighting, it took six months of negotiations at the Paris Peace Conference to conclude the peace treaty. The treaty was registered by the Secretariat of the League of Nations on October 21, 1919, and was printed in The League of Nations Treaty Series.
Of the many provisions in the treaty, one of the most important and controversial required Germany to accept responsibility for causing the war (along with Austria and Hungary, according to the Treaty of Saint-Germain-en-Laye and the Treaty of Trianon) and, under the terms of articles 231–248 (later known as the War Guilt clauses), to disarm, make substantial territorial concessions and pay heavy reparations to certain countries that had formed the Entente powers. The total cost of these reparations was assessed at 132 billion Marks (then $31.4 billion, £6.6 billion) in 1921 which is roughly equivalent to US $442 billion and UK £217 billion in 2011, a sum that many economists at the time, notably John Maynard Keynes, deemed to be excessive and counterproductive and would have taken Germany until 1988 to pay.[2][3] The final payments ended up being made on October 4, 2010,[4] the 20th anniversary of German reunification, and some 92 years after the end of the war for which they were exacted.[5] The Treaty was undermined by subsequent events starting as early as 1932 and was widely flouted by the mid-1930s.[6]
The result of these competing and sometimes conflicting goals among the victors was compromise that left none contented: Germany was not pacified or conciliated, nor permanently weakened. This would prove to be a factor leading to later conflicts, notably and directly World War II.[7]
