cooperative Federalism
where state and the national government responsibilites are mingled and blurred like a marble cake; powers and policies are shared
General Revenue Sharing (GRS)
a type of grant used in the 1970s and 1980s in which the fderal government provided state governments with funds to be spent at each states discretion. These grants provised states with more control over programs
Privileges and Immunities Clause
part of Article lV of the constitution requiring that states must treat non-state residents within thier borders as they would treat their own residents. This was meant to promote commerce and travel between states.
Fiscal Federalism
A form of federalism in which federal funds are allocated to the lower levels of government through transfer payments or grants
Coercive Federalism
a from of federalism in which the fderal government pressures the states to chnage tier policies by using requlations, mandates, and conditions( often involving threats to withdraw federal funding)
Federalism
A way of organizing a nation so that two or more levels of government have formal authority over the same area and people

interactions among national, state, and local governments
Unitary Government
all power resides in the central government

the idea that states are entitled to a certain amount of self-government, free of federal government intervention. This becomes a central issue in the lead up to the civil war

grants that can be used only for specific purposes or categories of state and local spending
