The prime minister is chosen by the legislature not voters. The president is chosen from the majority party

What is a divided government?

A divided government is when one party controls the White House and a different party controls one or both houses of Congress.

What is a unified government?
|
A unified government is when the same party is controlling both the White House and Congress.

How is a unified government not really unified?
|
Because they may be divided ideologically. To be a true but rarely found unified government they have to be unified ideologically.
