marine confederation to counter pending attack of the Persians. Pericles began its government putting aim to a policy of conquests. It made of Athens the first and more important Greek city and secured a total hegemony on the other cities of the Confederation of Delos, that went transforming of allied cities into subjugated cities. It was the beginning of an empire submissive Athens, that was the one who directed the Navy, navy and the diplomacy and that wanted in addition to establish in the cities its own political regime. In the 454 it was made transfer the treasure from the Confederation to the city of Athens. All these facts, together with required increase in taxes, caused that the cities of the Confederation were rebelled and begun to feel enemy of Athens, that in addition imposed its currency to them, their system of weights and even the form of government.
