Wanted a weak nat'l government and a strong state government, strict interpetation of the constitution, economy based on agriculture, fear of rule by one or a group, closer ties with France

Govt. does not control but regulates, free to produce whatever wanted, free to buy from any countries, free trade

The idea that America is destined to go from "sea to shining sea" or the Atlantic to the Pacific
