Use and Ownership

Airports can be public-use or private-use. Public-use airports are open to the public, whereas private-use airports are not. Airports can also be publicly-owned or privately-owned.

Airport Improvement Program (AIP)

Federal grant program used to fund capital-development projects through the Airport and Airway Trust Fund.

National Plan of Integrated Airport Systems (NPIAS)

FAA provides a report to Congress every two years that contains a five-year, financial estimate of Airport Improvement Program (AIP)-eligible capital development projects at airports.


  • Includes all commercial service, reliever and selected GA airports throughout the U.S.

Breakdown of US airports


Commercial Service Airports

  • Defined as public airports receiving scheduled passenger service and having 2,500 or more enplaned passengers per year.
  • The 2013-2017 NPIAS contains 499 of these airports. Of these, 378 have more than 10,000 annual passenger enplanements and are classified as primary airports.

Primary Airports

An airport must have more than 10,000 annual enplanements. Grouped into four categories: large hub, medium hub,small hub, and nonhub airports.

Reliever Airports


  • Provide pilots with attractive alternatives to using congested hub airports. They also provide general aviation with access to the surrounding area.
  • To be eligible, these airports must be open to the public
  • have 100 ormore based aircraft
  • or have 25,000 annual itinerant operations.
  • The 268 of these airports have an average of 184 based aircraft, which in total represents 22 percent of the U.S.general aviation fleet.
