Average enrollment in a school division computed by dividing the toatl number of students enrolled from Sept to March into the total days of membership for the same period.

Standards of Quality
Foundation program for grades K-12 in Virginia adopted by the General Assembly and administered through the State Board of Education
Equalization
a method used to fund local school divisions in which the formula used is inversely related to the per pupil wealth of the locality
Educational Overburden
Term used to describe the means a school division uses to deal with competing costs of such problems as absenteeism, at risk issues, special education, security and other high cost items affecting urban school divisions
Competitive Grant
Funding from an outside (private) source usually requiring a specific type of project- must specify purpose, need, objectives, outcomes and evaluation
Per Pupil Expenditure
Calculation which determines the amount of funds spent on each student by a school division
Municipal Overburden
Struggle between public schools and city governments in competing for the same property tax dollar
NCLB
No Child Left Behind Act of 2001- Acutally the reauthorization of the Elem and Secondary Education Act of 1965- designed to close the gap using flexibility and accountability so no child is left behind

Basic Aid
