Can we join the army, police or civil defence organisations? Why or why not?
No, we do not practice violence to any person, and it is necessary to be able to do that if you participate in any of those organisations.

Christs followers do not fight back.

There will be a different role for Christ and his saints in the world where judgement may be enforced on people refusing to servce God until His Kingdom is established, but that is not for times of believers today.

we are bought with a price - Christ's blood - and we are not free to ally ourselves with the rulers of this world who want to preserve their power (John 18:36, 1 Cor.6:19-20).
but in Romans 13 vv 1 - 7, it says you should obey the government because it is good by virtue of God putting that government in place or allowing it to be there. If the Government says join the army in war, would you be disobedient to God?
We obey God and the government in all respects except for where this is in direct contradiction to something God says do not do.

Examples of this are in Daniel 3, and Acts 5 v 29.
