Articles of Confederation



1) The states kept most of the power. Congress had the power to conduct foreign affairs, maintain armed forces, borrow money, and issue currency.


2) Congress couldn't regulate trade, force citizens to join the army, and impose taxes.

Virginia Plan



1) James Madison or Edmund Randolf


2) Because the smaller states has smallest population compared to the bigger states. There would be an executive branch and judicial branch. Smaller states did not agree with proportional representation, they wonted equal representation. Supports of this plan wanted a stronger central government.

New JerseyPlan



1) William Paterson


2) Congress, however, could set taxes and regulate trade powers it didn't have under the Articles. Congress would elect a weak executive branch consisting of more then one person

ConstitutionalConvention



1) To make changes to the AOC


2) After he heard about shays rebellion.


3) 55 delegate from all 13 states. They were merchants, planters, lawyers, physicians, generals, governors, and college presidents.


4) 9 out of 13 had to vote yes.
5) Meeting's could only happen if 7 out of 13 states delegates were there.

Amend



1) Definition- To improve, This plan is created to amend.

Three-FifthsCompromise



1) To compromise in how to count slaves. For every 5 slaves in a state 3 counted towards your population.


2) To make everyone happy. To agree if slaves counted to the states population.


3) So they could get more delegate in the house of representatives.
4) Slaves should be counted as property and counted of purpose of taxation not representation.



GreatCompromise



1) Take little from each the Virginia plan and the New Jersey plan to make the big and small states happy.


2) No because the number of people your state has in the House depends on the population and if your a Small state then you might have two representatives when the bigger states might have 7
