The mission of the Navy is to maintain, train and equip combat-ready Naval forces capable of winning wars, deterring aggression and maintaining freedom of the seas.

National Command Authority - Lawful source of military orders.

The NCA comprises the President of the United States and the United States Secretary of Defense jointly, unless incapacitated.

Only the NCA can order the use of nuclear weapons, including the Single Integrated Operational Plan (SIOP). OPCON is the command relationship normally transferred to a gaining combatant commander when forces are attached and does not, in and of itself, include authoritative direction for logistics or matters of administration, discipline, internal organization, or unit training.

Combatant Command

COCOM authority includes giving authoritative direction to subordinate commands and forces necessary to carry out missions assigned to the command, including authoritative direction over all aspects of military operations, joint training, and logistics.
The Chain of Command for operational purposes goes from the President through the Secretary of Defense to the Combatant Commanders.
