Explain what is expected of a Cabinet Chairperson ?
1) To set out the agenda. 2) Indicate policies to be changed
How can this limit the PMs power?
• The PM must be careful not to exercise to much control in this role as its important they retain the loyalty of their backbencher a for the stability of their party •The cabinet can threaten the PM leadership (leadership challange)
Can you think if an example where their was a leadership challange ?

What is the power of appointment ?
•The prime minister can appoint members of lords into their cabinet - could be helpful when passing laws• Decides who in the cabinet, gives them different roles and can promote them
How can the work to their advantage?
•Strong leaders may appoint yes men (those who they know will agree with them)
Can you give an example of where a PM used power of appointment to their advantage?
John Major - Who should he appoint ( both could cause leadership challenge). So major played to Michel Heseltines ego and made him deputy PM. This meant he could keep a close eye on him ( as they would work closely) 'keep your friends close and your enemies closer' -Kept the main challenger close! When it came to Michel Portillo, (who enjoyed media attention) Major moved him to defence, which kept him busy and out of the public eye because defence is a secret department
Can you give another example ?
Tony Blair appointed John Prescott (old labour) as leader bringing back old labour - brining support.
What is meant by developing policy ?
•Chief policy maker - he/she has the final say on a policy • Chief government spokesperson - represent the policy to the media
How can this limit the PMs power?
•Things can happen out of their control - how the PMs deals with these things events can make or break them • Must have a good media image of leadership
Can you think of an example where a PM has used this power to his the advantage?
Blair and Cool Britannia - Strengthen the PM -early on in his lead- he could use key events like Diana's Death to make him popular, therefore we can see a PM likely to push his policies through when he has their trust and they like him
What is meant by the power of dissolution ?
• The power to choose the date of the next election •Since 2011 this power had been removed ( now 5 year fixed term elections)
What is expected of an international spokesperson ?
•Chief policy maker - negotiating with other countries, signing treaties and chairing international meetings
How can this limit the PMs power / work to their advantage?
•The prime minister needs to be liked and be charismatic to benefit this area
How has the power weakened within recent years?
Used to appoint judges but know since reforms can only recommend to the Queen who should be honoured

Quote by Asquith "The office by the PM is what it's leader choses and is able to make of it" - increase In power of the PM as their ability and character and the way they react to events. E.g Tony Blair and 'Cool Britannia' he was able to handle events, such as Dinnas death this in turn won him support that he could later use to his advantage when trying to pass a policy through. PM need to retain support in parliament to get policies passed through, e.g. Blair- if MPs hadn't rejected his case for the war he could have gone ahead with it/ however he needed parliaments support but ultimate the PM cannot have complete control if he does have there support- Conversely Power of delay

The PM needs there support as they have the power to obstruct him for example with Blair since they were Tory bias.
