We all have gone throw adolescence and probably went through many problems that made us mature but many did not had the change because they probably were killed or have to live with the consequences forever.

The teen should be educated when there is a change to educated them because most of the adolescents would not care until there are fatal consequences. I would think enforcing the law will probably lower the rates but will not stop them because the job of discipline is shown at
