Voting was restricted in the past by the White Primary. Of course even before the Civil War slaves had no voting rights because of laws implemented in the southern states. The White Primary was the practice of allowing only whites to vote in the Democratic primary. In 1905, White Primary was adopted because racial equality was not in favor. Even if they were permitted to vote, Texas made this system so by general election, the winning person was already chosen. The Democratic Party was in control at the time so in 1923, this system became a state law. So by implementing this system voting was restricted to African Americans. And by restricting African American they were no longer part of the political process.

The Poll Tax and Dual Ballot system affected economically disadvantage Americans tremendously. These two things basically made it impossible for one to vote. With the Poll Tax one of the requirements was getting it played before election. Since there was no reminder being sent to the economically disadvantage Americans basically lost their right to vote due to these obstacles.
