Pros And Cons Of Obeying The Laws Of The Road

When Californians take their driver's test, are they not taught to use their signal light 100 feet before the turn and to not use high beams when within city limits? And here I was thinking only Southerners were bad when it came to obeying the laws of the road, but now I can infer that Californians are granted their driver’s license straight out of the cereal box.
I mean, along Hobsonway, on the freeway and even on 95, people interject their cars right in front of you, without so much as a blink of a signal light.
I know everyone is trying to get somewhere, but would it hurt to warn people ahead of time, before you make your next move?
For an example, have you ever waited to turn right, but decided not to cut off the oncoming car, thinking
