On 09/12/2016 I, William Van Scoter was working as a Patrol Officer for the Wichita State University Police Department in Wichita Sedgwick County Kansas 67260. At approximately 1126 hours I was called by my dispatch and informed of a noise complaint and possible odor of burnt marijuana at the South Fairmount Towers on the fifth floor. I arrived at the South Towers at approximately 1127 hours.

Upon my arrival to the fifth floor of the South Towers, I was met by a white male, later identified by his KS DL as Joel Lawrence Gilbert, a Resident Assistant and Senior Staff member of the Wichita State Housing and Resident Life. I asked Gilbert what was going on and he stated he received a noise complaint from one of the residents on the fifth floor. Gilbert tried to make contact with the residents of room 507 but they didn't want to speak with him so he called the Wichita State Police. Upon trying to make contact with those individuals Gilbert smelt the odor of burnt marijuana.

While I gathered some information from Gilbert I was listening to the noise coming from room 507. While I was listening I heard people inside yelling, listening to loud music, and screaming about playing flip cups. I asked Richardson what was going on. Richardson stated that nothing was going on. I asked Richardson what the cause of the odor of marijuana was. Richardson stated that it comes down the hallway from room 501. I went and smelled near 501 and didn't smell anything. I asked Richardson if we could go in his room and take a look around. He consented to the search of his room. I also asked his roommate, later identified by his KS DL as Rashawn Lamar Smith if he was alright with looking around the room, he consented to the search as
