Southwest Hall Observation

At approximately 12:49am, I was in the Platteville Police Department’s dispatch room. A call came in at that time from Ms. Courtney L. Marks (W/F, DOB: 05-30-89). Ms. Marks reported that she had heard two loud bangs which she believed to be gun shots. Ms. Marks was calling from Southwest Hall, room 212, where she resides. I responded to the call with my emergency lights and siren.

After entering the drive which leads to Southwest Hall, I observed five men walking in an eastward direction on the south side of Southwest Hall. I then radioed dispatch with my location and informed them that I would be out with five the five young men. Later, these men would be identified as Blake R. Cebolski (W/M, DOB: 12-03-92), Trevor J. Montgomery (W/M, DOB: 10-10-92),

Eschette (W/M, DOB: 06-26-93), Zachary T. Gerhardy (W/M, DOB: 07-22-93), and Jesse K. Rindy (W/M, DOB: 04-23-91). I also requested the help of the city officers. I pulled forward into the roadway that is south of Southwest Hall, the wrong way, positioning myself in front of the five males. I quickly exited the squad car and demanded that they not move and slowly show me their hands. My hand was on my firearm. One man, wearing a long trench coat, had his hands deep in the pockets of the coat. He was wearing several layers and I instructed him to slowly pull his hands out of his pockets and open his coat. He asked why I wanted him to do this and I again demanded of him to slowly remove his hands from his pockets. I pushed the retention bar on my gun holster forward as I demanded this, my hand still on my weapon.
