Establishing metrics to evaluate the collection and identifying the usefulness of the collection would assist the collect managers as they further develop the collection strategy for follow on ISR missions, this applies to both airborne GEOINT collection and NTM. A collection manager should be sensor agnostic, meaning they shouldn’t care where the intelligence is coming from, only that the intelligence is satisfying the requirement. A collection manager is also concerned with the efficiency of the collection strategy, as stated above, there are more collection requirements than the capacity to collect and analyze. Answering the PIRs will inform the commander’s decisions and contribute towards the accomplishment of mission objectives which is the intent of the intelligence directors. GEOINT, just as other intelligence disciplines, must inform decision makers. Ideally, the intelligence provided grants the commander the decision space they require to thoroughly review their options and decide on a well-developed course of action. ISR is concentrated on answering PIRs and should have a method of evaluating GEOINT collection which provides feedback and informs the collection manager if its implementation is meeting expectations. ISR collection fuels an analysis fusion cell’s ability to make informed assessments of what is currently happening, provide context to observed activity, and directly contributes to the commander’s ability to make the most informed decision possible which is the ultimate purpose of intelligence
