Zoning is the way the government controls land and all developments, and decide what use each piece of land or property for. They decide everything from to size to what kid of development it will be. They put the restriction in place wether it 's going to be commercial, residential, or even both. The United States had no zoning laws in any shape or form. New York City for instance, was all over the place, with factories encroaching on fashionable shopping district, and business district encroaching upon the residential areas. The size and construction of buildings were getting out of hand and any complaint a citizen had about them, it was their job to take it to court where a judge would decide on what to do about the situation. Usually nothing would be done unless there was a reason with motive enough to support and take action. NYC had a major problem with a building that was way to big and was blocking natural light and air from penetrating and circulating within that area of the city. This event caused New York to take action and force in some regulations for zoning. The city acquired its first comprehensive zoning code in 1916.
