While there was a credible threat by former genocide forces who had fled after the genocide to eastern Zaire to Rwandan security, RPF’s destroyed refugee camps, forced over a million Rwandan Hutus to return to Rwanda or flee further into Congo or were killed. An estimated 300,000 Rwandan Hutus were killed by the Rwanda Patriotic Army (RPA) invasion of Zaire. Criticism against the RPF on the massacres in eastern Congo was quickly rebutted by the claim that Rwanda needed to protect itself from genocide forces, because of the world’s previous inaction during the genocide. Throughout each of these examples, we see how the Rwandan government used guilting as a mechanism to either promote state interests or deflect international criticism.
