Dumitru Popescu the Romanian Chief Executive Officer (CEO) of Las Cruces based aerospace company Arca was detained in Georgia and then sent to Doña Ana County. Popescu was finally thrown into the Doña Ana County Detention Center with his bond set at $40,000. Mr. Popescu has been charged with over a dozen counts of fraud including embezzlement and misleading filings.
