Constables Meaney and Ragell were never investigated or disciplined by their employer. I believe it is wrong that the Constables were never investigated or disciplined by their employer because it makes a precedent that this violence is okay. On December 14, 1993 Richard Barnabe (aged 38) was arrested by MUC officers after a short car chase. Barnabe, a cab driver, had broken a church window searching for a priest. He was then handcuffed and with his broken ribs, he lied on the police station floor where he went into respiratory and cardiac arrest. He remained in a coma until his death in hospital on May 3, 1996. Four officers were found guilty of assault causing bodily harm. Constables Pierre Bergeron, Louis Samson, André Lapointe and Michel Vadeboncoeur later rejoined the force. I believe the constables should not have been allowed to rejoin the force as what they did was completely uncalled for and caused someone to lose their life. In situations where the police are forced to use their guns they are in a moment of intense pressure. While police are taught to one up their opponent, it is important to note that more often than not there are mental challenges one is facing. The use of de-escalation instead can slow down the fight.
