We propose a total annexation of the Philippines as an American colony in order to protect American economic interests abroad. Firstly, recent economic success in the United States has created an economic surplus that cannot be contained within American borders that must be spread to other nations. Finding new employments for capital has and should be achieved by “great industrial countries [turning] to countries which have not felt the pulse of modern progress.” The Philippines would be a new outlet for American capital and would promote new opportunities for American enterprise.
