Before presenting proposals to the California Legislature as a result of the STAR program, we’ll observe some key educational historical factors that occurred in California. In 1971, the course of California’s public educational system took a swift turn when the supreme court of the state, in Serrano v. Priest, declared that the funding of state schools by tax property was “inadequate” to meet education needs of all students (New York State Archives). In statistics presented in the case, now known as Serrano I, funds came primarily from local district taxes on real property, over fifty percent, and State School Funds, thirty-five percent, with each county having authorization from Legislature to levy taxes in real property within a school district at a rate in which to meet the district annual budget (Coon). This form of funding then required certain districts (low income) to tax at a higher rate to meet the per-student expenditure of wealthier districts (Coon). Consequently, in 1978, Proposition 13, was passed and implemented- setting a maximum tax amount- and was a result of the Serrano I ruling (New York State Archives). Ten years later, 1988, as results of the decrease in budget availability for districts due to the set maximum of Proposition 13, California voted to pass Proposition 98 (Proposition 98 Primer).
