The competitive range determination process is required per FAR Part 15 for competitive acquisitions and is used to identify the highest rated proposals eligible for discussion when using negotiation procedures outlined in FAR Part 15. The Competitive Range in a competitive acquisition is the range of the most highly qualified offers, from the entire collection of offers, received in response to a Request For Proposal (RFP). In negotiated competitive acquisitions, it is necessary to establish a competitive range per FAR Part 15 if the Government intends to conduct discussions with the offerors.
