He stated that “[a]merica’s public enemy number one in the United States is drug abuse. To fight and defeat this enemy, it is necessary to wage a new, all-out offensive (Sharp, 1994, p.1).” However, in a July 2015 press release Senator Patrick Leahy (D-Vt.) stated a very different outlook on the war on drugs when he was approached by a Georgetown Law School student with questions about what could be done to address the inequality inside the criminal justice system. To which the Senator responded back to the question with, “it had been clear to me that we had lost the war on drugs (Leahy, 2015, p.1).” He also went on to explain that he noticed that the criminal justice system was in crisis. Elaborating by saying, “For three decades, Congress turned to mandatory minimum sentences to answer every public safety concern, we send more people to prison than any other developed country in the world. This mass incarceration threatens our justice system’s fiscal health, effectiveness, and even its legitimacy” (Leahy, 2015, p.1). What is being talked about here is that they lost the “war on drugs”.
