    state legislatures” . d. Is there a Cultural Match? The Palauan society has maintain its traditional system of leadership structure from the pre-colonial period to the present day . This traditional system has been established in the government institution where the male traditional leadership are playing the role as advisers to the President since 1980. The Article VIII, Section 6 of the Palau constitution states that there shall be a Council of Chiefs, composed of a traditional chief from each of the 16 states and to give advice to the President on matters related to traditional laws, customs, and their relationship to the constitution and the laws of Palau. Each state also has its own Traditional Leaders Councils that are embedded into their state constitution where it involves more on cultural advisory role rather than making policy at national level. The country also established a Ministry of Community and Cultural Affairs in 1995 to oversee the coordination and management of the nation’s cultural affairs . Traditional rights of chiefs are clearly stated in the Constitution. Also, the same Article V, Section 2 even states that there shall be an equal authority for the statutes and traditional law where the statute laws can only prevail to the extent that is not conflict with the underlying principle of the traditional law.
