Of course the people are brainwashed and don't believe that the government is responsible for this so they continue to listen to them. Evey being one of these people realizes that rebelling with V would help her and other people speak up to how they actually feel about the norsefire party. Unlike Winston and Julia’s secret rebellion. Evey and V want the other people’s voices to be heard as well. The main symbols in 1984 are the paperweight and goldstein's book while the main symbols in v for vendetta are v’s mask and the roses.
