Dr. Mehment Oz has received his doctoral degree in cardiology, which would make him a scholar in the field of cardiology. Dr. Oz would be considered a creditable source to use in the article. By presenting the argument with a qualified doctor as your source it would be considered an ethos argument. An ethos argument provides the audience with an experienced person that has a degree in the subject discussed. Since the argument is suggesting smoking is bad for the lungs and heart, a cardiologist can provide accurate descriptions and personal experiences to make an argument more effectively.
