The programs are humans, living in the Grid and being ruled by two, who are essentially the same as them, except they have more power. If the programs do not obey their will, then they are to be derezzed, terminated, or in human terms, killed. The users then can be compared to gods or personal deities, giving the programs life and being nearly nonexistent after creating them. The programs do mention their users yet find it hard to believe that any would venture into their computer world. It is not possible for users to enter their lives, just as it is not possible for higher beings to enter our own. This is a conversation to more likely happen between people and not computers. Humans have the capability to question their lives, while computers should only be limited to what is in their code, big questions that revolve around existence should only concern those created to address that subject.
