The two main characters, Lilo and Nani, experienced a horrible loss of their parents in a car accident. Nani, the older sister, has to be a mother figure for her younger sister Lilo. Cobra Bubbles, a social worker, is concerned that Nani is unable to fully take care of Lilo. He considered taking Lilo into foster care, but Nani does not approve, as Lilo and she are the only remaining members of their family.
