His successor, the fiscally conservative Republican Governor John Engler, tried to cut taxes and downsize the government which resulted in a devalued higher education budget with the early 1990s recession. At this time, with less money available to fund higher education, the MET cuts dimmed destitute students’ college-bound prospects. Surprisingly, though, Engler nevertheless managed to expand financial aid and workforce programs at community colleges, reviving policymakers’ desires to expand college opportunities for underserved Michiganders. He proved that policy decisions can eclipse political labels. Similarly bucking party lines, former Democratic Governor Jennifer Granholm implemented further cuts to the MET’s budget based on “public opinion.” Such fiscal conservatism depleted funds available to MET account holders. In fiscal year 2012, current Republican Governor Rick Snyder restored $213 million in cuts to the MET, yet a 2016 report claimed that “while college costs are rising across the nation, [they are] particularly bad in Michigan.” Thus, the cost-effectiveness of the MET’s family assistance is again uncertain. Reflecting upon this politically imbalanced recent history, one notes that funding fluctuations to the MET have destabilized indigent families’ finances.
