    Mauchly and a young University of Pennsylvania professor, Presper Eckert, proposed an “electric numerical analyzer” which would greatly decrease the time needed to calculate long equations. Mauchly said in a University of Pennsylvania memo: “a great gain in the speed of calculation can be obtained if the devices which are used employ electronic means for the performance of the calculations, because the speed of such devices can be made very much higher than the that of any mechanical device” (Mauchly 1). Colonel Paul N. Gillon and Captain Herman H. Goldstine pushed for the creation of such a device and a contract between the US Army and the Moore School of Electrical Engineering was signed in June 1943. Construction of the ENIAC began one year later in June 1944. Mauchly demonstrated leadership on the ENIAC by taking responsibility for the theoretical concepts and guiding his team to construct the computer at a very fast rate. Dr. Herman Goldstine took official control of the project after convincing the US Army to fund the project; however, Mauchly was responsible for actually completing the project. The war with Germany forced Mauchly to develop and build the ENIAC at a very fast pace.
