They will respond to the situation but they will usually not approach the people that are causing the problem. This group of people would most likely tell the boss of the lifeguards or a law officer if they were found in the drinking lifeguard situation. I think that this is a good choice to make. If you want to get the point across you have to tell someone that cares and the lifeguards would most likely not care what you think when they are getting drunk.
