    In order for a team to join, the current owners have to take a vote on adding the team. If the team would pass the vote, they would then have to pay a fee to join the NFL. As I stated earlier, the last team to join, the Texans, had to pay $700 million to join the NFL (HoustonTexans.com). I personally think that the close league system is the best system for the NFL. Even though an open league system would push teams to be more competitive with the fear of relegation, the talent would be too diluted for NFL teams to have the success they have now. Each team has 53 players and they have a practice squad of 10 players. That would mean with the additions of even two teams, these teams would have to find a total of 126 more players to try and compete at the NFL level. The position that would take the biggest hit would have to be quarterbacks. We already see teams, like the Cleveland Browns and Chicago Bears, struggle to find quality starting quarterbacks.
