    unnoticed in the intervening years as a seemingly constant stream of funding for the military and its objectives washed over more civilian agencies such as the Department of Homeland Security and the CIA. The military’s solutions to moments of seeming international emergency were positive, prompt, and unilateral. As such, the armed forces were ready to execute orders without debate. In this, the armed forces conveyed an image of American power and world leadership. The idea that we can mobilize anywhere within hours of notice, was a very a powerful image to our enemies. Unfortunately, this image was not usually well received, according to Pfaff as it led to a miscommunication between Defense Secretary Rumsfeld and the Joint Chiefs. In Pfaff’s words, “Defense Secretary Donald Rumsfeld… was determined to rescue ‘civilian control of the military’ from what he considered the bloated size and gargantuan inefficiency of the Pentagon bureaucracy.” By projecting this image of power, it gave the impression that somehow this power was being stifled by any and all civilian interference into the matters of the Armed Forces…
