Some neighborhoods are wealthier than others therefore more money should be given to packs in poor neighborhoods so they may be able to do the same type of events as those in the wealthier neighborhoods. Everything revolves around how much money you can bring in if you go door-to-door in a wealthy neighborhood you are more likely to sell $30,000 during the fundraising.
