    The competitive range determination process is required per FAR Part 15 for competitive acquisitions and is used to identify the highest rated proposals eligible for discussion when using negotiation procedures outlined in FAR Part 15. The Competitive Range in a competitive acquisition is the range of the most highly qualified offers, from the entire collection of offers, received in response to a Request For Proposal (RFP). In negotiated competitive acquisitions, it is necessary to establish a competitive range per FAR Part 15 if the Government intends to conduct discussions with the offerors. According to FAR 15.306(c), the Contracting Officer is responsible for establishing and determining what the competitive range will be among the most highly rated proposals received in response to a RFP. Request for Proposals (RFPs) are used in negotiated acquisitions to communicate Government requirements to prospective contractors and to solicit proposals. RFPs for competitive acquisitions shall, at a minimum, describe the Governments requirement, terms and condition that will apply to the contract, information required to be in the offeror’s proposal, and factors and significant sub-factors that will be used to evaluate the proposal and their relative importance.
